Srinagar: Vigilance Organization Kashmir (VOK) on Wednesday registered two cases against the Administrators/ Executive Officers of Municipal Committee Pahalgam, Chief Executive Officers of Pahalgam Development Authority and others under Prevention of Corruption Act on the basis of an enquiry regarding irregularities in the functioning of Municipal Committee Pahalgam and Development Authority (PDA).
A VOK statement said that on the basis of an enquiry it has been revealed that huge loss was caused to state exchequer from the year 2000 to 2015 during purchases by not adhering to codal formalties.
The enquiry further reveals that appointments/ regularizations of consolidated/class 4th employees were approved by the Administrators/Executive Officers of M.C. Pahalgam in total violation to rules and procedures etc., VO statement said, “Besides, some employees were appointed at M.C. Pahalgam who belong to other Districts. The payments of Rs. 4,26,058 were made to various quarters by the officers/officials without adopting the codal procedures and prior approval from the competent authority. ”
The statement further said that enquiry revealed Pahalgam Development Authority is allowing the illegal constructions in Pahalgam particularly Mavoora and Yenned area against the directions of High Court.
“The store indent, stock register and income expenditure statements of PDA have also huge in discrepancies and there is huge bungling in allotments of paying guest house schemes in the area,”the statement said.
The statement also reads that commissions and omissions on behalf of the Administrators/ Executive Officers of M.C. Pahalgam, Chief Executive Officers of Pahalgam Development Authority and others have abused their official positions resulted in pecuniary benefits to themselves and beneficiaries and loss to the State exchequer from time to time.
“It invokes the provisions of section 5 of J&K Prevention Act, SVT. 2006 and accordingly two cases FIR NO. 14/2018 & FIR No. 15/2018 U/S 5 (1) (C), 5(1) (d) r/w 5(2) J&K PC Act SVT., 2006 and Section 120/B RPC in P/S VOK were registered and investigation of both the cases were taken up,” statement said.
