Forces know they have licence to kill: Bar

SRINAGAR: J&K High Court Bar Association Srinagar on Monday strongly condemned the killing of four “innocent and unarmed civilians” in Shopian, and termed it “barbaric, dastardly and inhuman”.
In a statement, Bar said, “Government forces know that they have the licence to kill anyone, and they are accountable to none, and whatever they do in Kashmir has the backing, support and sanction of all communal and fascist forces of India.”
The Bar appealed to all the peace-loving people and bodies of the world including Amnesty International, Asia Watch and other human rights organizations, to take stock of the situation in Kashmir and “come to the rescue of the people of Kashmir by all means possible”.
The Association also condemned the shifting of Dr Ashiq Hussain Faktoo alias Dr Muhammad Qasim and Dr Mohammad Shafi Shariati, who have been in jail for the last 25 years, from Central Jail Srinagar to district Jail Udhampur and sub jail, Hiranagar, in violation of the orders of the High Court.
“It is also significant to mention here that in terms of Rule 21.4 of Manual for Superintendence and Management of Jails, a prisoner who has been sentenced to life imprisonment has to be lodged in Central Prison and it is why the High Court in an earlier petition no. 464/2004 filed by Dr. Faktoo, had stayed the order dated 09.08.2004, on 23.09.2004, where under he was sought to be shifted to district Jail Kathua in violation of Jail Manual,” Bar said.
“The Bar Association has decided to bring the aforesaid disobedience of the orders of the High Court by the jail authorities to the notice of the court and it would seek initiation of appropriate contempt proceedings against them, so that no one commits breach or its orders or violates any provision of law, which regulates the lodgment of prisoner in jail,” the statement said.
