Srinagar: The government on Monday revealed that no recruitment has been made in the Technical Education Department under any government of India sponsored project except the Skill Development Mission.
Minister for Technical Education Imran Raza Ansari said in the Legislative Council on Monday that the Technical Education Department recruited contractual staff only for Skill Development Mission (SDM) in 2017, including its Mission Director for a period of one year.
“Dr Peer Ghulam Nabi was appointed as Mission Director, Skill Development Mission, on contractual basis in view of his experience and knowledge on the subject,” the minister said in response to MLC Rani Blowria’s question.
The minister informed that ten candidates were appointed on various positions in the SDM by a panel headed by the Mission Director.
“At least 302 candidates appeared for walk-in interview held by a four-member panel for various posts, of whom 10 were selected,” Ansari said.
The selection committee comprised of the Mission Director as Chairman and Principal of Kashmir Government Polytechnic (KGP) Altaf Hussain Shalla, former Secretary General of Kashmir Chamber of Commerce and Industries (KCCI) Faiz Bakshi, and journalist Peerzada Aashiq.
“No regular or permanent appointment has been made in J&K State Skill Development Mission. However, to meet the target of training of youth under Pradhan Mantri Koshal Vikas Yojna (State Managed Component) during current financial year, ten temporary-cum-contractual engagements have been made for a period of one year,” the minister’s reply said.
In November last year, the Technical Education Department came under sharp criticism for allegedly flouting recruitment rules by appointing Dr Peer Ghulam Nabi as Mission Director. It also faced opposition after the Director subsequently appointed staff without taking the Executive Council of the Mission into confidence and without referring the posts to recruitment agencies.
Chief Minister Mehbooba Mufti is the Chairperson of Jammu and Kashmir State Skill Development Mission.
