Ad-hoc administrators toss away due procedures

Srinagar: Administration of healthcare in Jammu and Kashmir is plagued with the policy of ad-hoc appointments, with nearly 100 medical officers and consultants posted as temporary administrators for several years, in violation of promotion and recruitment rules.
As per official records, most of the administrative posts including Deputy Directors, Assistant Directors, Chief Medical Officers, Medical Superintendents of various hospitals, Block Medical Officers and Principals are being held by doctors on ad-hoc basis.
The Health Department has also filled various Head of Department (HoD) posts by appointing junior doctors, superseding their senior colleagues.
There are currently 20 Chief Medical Officers (CMOs) serving on ad-hoc basis. They oversee the administrative functioning of government hospitals in different districts.
The districts where CMOs are working on a temporary basis are Anantnag, Ganderbal, Bandipora, Baramulla, Budgam, Shopian, Kulgam, Pulwama, Kargil, Jammu, Doda, Poonch, Rajouri, Ramban, Udhampur, Kishtwar, Kuthua, Reasi and Samba. Only two districts, Srinagar and Leh, have CMOs appointed on permanent basis and after the due selection process.
Sources told Kashmir Reader that some of the ad-hoc officers have superseded seniors. “The health department has given these officials important positions in clear violation of administrative and recruitment norms. The department has also failed to recruit for fresh vacancies through the Public Service Commission (PSC),” the sources said.
A senior health official said that the charge given to ad-hoc officials was an internal arrangement to avoid the PSC selection process.
The ad-hoc functioning, sources said, had adversely affected health institutions, as the monitoring and implementation of healthcare services need a strong administrative set-up.
“The trend of ad-hocism is going on despite strict directions by the High Court against it,” sources said.
Minister of State for Health and Medical Education, Asiea Naqash, said: “These issues will be covered under a new policy which is expected to come in the next assembly session.”
