SRINAGAR: Web portals of two prominent government departments display sorry state of affairs as none of them has up-to-date information in all its sections.
A curious look at the website of General Administration Department (GAD) shows that its website does not contain information in many sections. A click on the hyperlink of the cadre strength of IAS of JK state shows that ‘the resource you are looking for might have been removed, had its name changed, or is temporarily unavailable.
On another hyperlink, IAS-Promotion scheme, there is information about the pay scale of Indian Administrative Services (IAS) and cadre strength of IAS officers in JK as on January 2011. The section has not been updated so far.
The website does not contain property statement of number of IAS and KAS cadre officers. This is despite the fact that GAD is the main wing of the government that connects with other departments.
The affairs of the police department website are the same. Last year supreme court of India ordered the states and union territories to upload, on police or government websites, First Information Reports (FIRs) within 24 hours of their registrations in police stations. In Jammu Kashmir where FIRs are filed on a fast pace, there is no such information available on their website, despite it updates information about its history, various departments, notifications, public services, contact information and police stations.
A Bench of Justices Dipak Misra and C. Nagappan had directed the implementation of this step to usher in transparency in police work. It said an accused had every right to know what he was accused of. “Where liberty of a person is at stake and the criminal law is set in motion, the accused should have all the information,” the bench had observed.
Website of crime branch of the police too has many sections where information is not updated on day to day basis. It has so far not even removed the information about the Major Avatar Singh who was absconding into the alleged murder case of advocate Jaleel Indrabi.
Commissioner Secretary GAD Khurshed Ahmad said that he will put the unavailable information on the website.
Director General of Police S. P. Vaid, said that the the information is put on CCTNS website. “A person can know about IO, FIR no from it,” he said.
However on the website, the last updated details of FIR’s are of the month of September.
