SRINAGAR: Principal Secretary Agriculture Production Department (APD) Sundeep Kumar Nayak IAS, Moday convened a meeting of all the Drawing & Disbursing Officers (DDOs) of Agriculture Department Kashmir Division to review the financial scenario of different State & centrally Sponsored schemes and projects under implementation by the department.
At the onset of the meeting Director Agriculture Kashmir Syed Altaf Aijaz Andrabi gave a detailed presentation of different financial achievements made by the department under different schemes. During interaction, the DDOs of different districts and Sub-divisions of Kashmir Division informed the chair about the expenditure under each component.
While speaking on the occasion Principal Secretary Agriculture Production Department directed the concerned DDOs to make all the financial disbursements more transparent, easily accessible and time specific. It was for the first time Principal Secretary directly interacted with all DDOs of Agriculture Department Kashmir. He impressed upon the officers to spend the funds they are kept for in a judicious and time bound manner. He highlighted the importance of PFMS (Public Finance Management System) and directed the officers to adopt the system and make arrangements to get training of this system at different levels of administration. He instructed the participants that this is the high time to adopt this system, otherwise the fund flow with respect to different schemes would be stopped by the concerned authorities.
In the sidelines of the meeting Principal Secretary reviewed the developmental scenario of Apiculture, Mushroom, Vegetable cultivation and other allied sectors of agriculture. He directed the concerned officers complete the expenditure of funds on various developmental programmes, aimed to promote these sectors and for the welfare of farming community of the valley. He directed the concerned officers that while implementation of different schemes and during the establishment of various assets under the different schemes, concerned MLAs should be taken into confidence and the entire proceeding should be in a transparent manner.
Director Agriculture Kashmir Syed Altaf Aijaz Andrabi, Director Finance Mohammad Yousuf Pandit, Joint Directors Agriculture Extension/ Inputs/ Engineering were present among the DDOs participated in the meeting.
