Chief Secretary reviews Aadhaar Enrolment

To give impetus to Aadhaar enrolment in Jammu and Kashmir, Chief Secretary, B B Vyas Tuesday chaired a review meeting here.

Deputy Director General, Regional Office, UIDAI; Chandigarh Shri Ram Subhag Singh, Commissioner/Secretary, Information Technology, Secretary, Social Welfare, Divisional Commissioner, Jammu (through Video Conference), Divisional Commissioner, Kashmir, Project Director, SSA, Joint Director, Census Operations, J&K, Representative of  School Education Department, Representatives of the Chairman, Jammu and Kashmir Bank Ltd., State Coordinator, ECIL, J&K, Officers of the Information Technology Department and the Vendors participated in the meeting.

Drawing attention to this major reform initiative, Chief Secretary said that Chief Minister while chairing various developmental meetings of Jammu Division on 24.07.2017 stressed upon Aadhaar Enrolment and generating mass awareness about it to enable the common masses to avail benefits of various government schemes through DBT.

Chief Secretary mentioned that after the decision of the Union Government to bring all the centrally funded schemes on Aadhaar based DBT besides linking of benefits admissible under various schemes like Sarva Shiksa Abhiyan (SSA), Mid-Day-Meal, Rashtriya Madhyamik Shiksa Abhiyan RMSA, ICDS, NFSA etc to Aadhaar enrolment, it is imperative to achieve 100% Aadhaar enrolment/seeding, so that every person can avail the benefits from Aadhaar.

It was informed that as on date, enrolment of over 104 Lakh persons in Jammu and Kashmir has been completed alongwith generation of 92 Lakh Aadhaar cards.  The meeting noted with satisfaction that during the last 3 months alone (May, June, July-2017), 3.53 lakh BME enrolments have been made and 1.84 lakh Aadhaar cards issued. 

Since the balance population to be covered under Aadhaar comprises mostly children in the age group of 0-18, emphasis is being laid on setting up of permanent Aadhaar enrolment facility in schools and Aganwardi centres for which necessary training and Aadhaar kits are being provided.  Similarly, permanent Aadhaar enrolment facility will be made available in the offices of CDPOs and DPOs and around 10% of the total bank branches of all scheduled banks operating in the state. UIDAI will be providing necessary training in this regard for the purpose.

Deputy Director General, UIDIA informed that following the instructions of the Hon’ble Prime Minister, Aadhaar up-dation facility will be made available in 294 post offices spread across the State of Jammu and Kashmir. 

Chief Secretary directed that ADDCs posted in each district shall be responsible for overall monitoring of the Aadhaar enrolment process. Besides updating the respective public representatives/Hon’ble MLAs regularly about Aadhaar enrolment, ADDCs will submit fortnightly reports to the office of the Chief Secretary through Divisional Commissioner Jammu/Kashmir about the progress achieved in Aadhaar Enrolment in the district.

ADDCs will hold fortnightly meetings on Aadhaar in their respective Districts with concerned Aganwari Workers/ Teachers and representatives of private operators engaged for Aadhaar Enrolment. ADDCs will collect the list of Aganwari Workers from Social Welfare Department and Teachers from School Education Department, trained as master trainers for the Aadhaar enrolment.  A facilitation centre will also be set up in the office of the ADDC with advanced search facility for acquiring Aadhaar details of people, whose biometrics have been obtained, however, are yet to receive their Aadhaar cards.  In order to enable the ADDCs to access the advanced search facility of UIDAI, Divisional Commissioner, Jammu/Kashmir will furnish the list of ADDCs alongwith their contact details and other particulars to IT Department for onward submission to UIDAI.

Chief Secretary asked both the Divisional Commissioners to hold regular interaction/meetings with the respective DCs, ADDCs, private vendors engaged for Aadhaar enrolment and UIDAI officials. He asked the representatives of scheduled banks including J&K Bank to ensure that facilitation centres for Aadhaar enrolment are made functional in their 10% branches operating across the State within the next two weeks. 

Chief Secretary directed the IT Department to launch sustained campaign through print and electronic media about Aadhaar Enrolment so that the efforts being made in the direction of Aadhaar Enrolment bear fruit and that targets can be achieved by December, 2017.  Deputy Director, UIDAI asked the Commissioner/Secretary, IT to furnish DPR for availing funds under the publicity scheme for enhanced awareness about Aadhaar enrolment.
