SRINAGAR: The Jammu and Kashmir High Court has directed government to provide details about total sanctioned strength of Tehsil Supply Officers (TSOs) in CAPD in Kashmir division including Ladakh.
Hearing a plea, a single bench of Justice Ali Mohammad Magrey also directed government to furnish information about posts filled up along with the details of those officers and their status.
“Details of the officers who are holding the post of TSO on incharge basis and are continuing as such beyond the permissible period of six months in terms of Rules and the judgment passed by this court in Gh. Jeelani v. State as also the judgment of Supreme Court delivered in case titled Suraj Prakash Gupta v. State of J&K with dates and the reasons for not filling up the posts,” the court said.
The court was hearing a plea filed by one Mohammad Yousuf Bhat. The court also Director, CAPD, at 2.30 PM to explain as to why its order dated 6 June has not been complied with.
Director, CAPD, Nissar Ahmad, appeared and produced a copy of the order (no. 183 DFCS&CAK of 2017 dated 08.06.2017), indicating that Bhat substantively holding the post of Assistant Store Keeper, therefore, has been transferred and posted as such at Pinjoora-B (Sale Centre).
The court also directed the Director CAPD to ensure that the interim arrangement against the post of TSO’s is made only if exigency so requires amongst the feeding cadre officers in the order of seniority till the post is filled up in accordance with the Rules.
“If any such arrangement is made, he shall ensure that such arrangement remains in force only for permissible period,” the court said and ordered Director CAPD to file compliance by or before July 3.
