Sopore: The staff at all the treasury offices in Baramulla district in north Kashmir have gone on pen-down strike against the alleged thrashing of their colleague by the security guards of a subordinate judge and the clerk of Pattan court.
An official of the finance department posted at treasury office Pattan, Hilal Ahmad, a resident of Sultanpora, Patan, was allegedly beaten up on the orders of a judge, Pradeep Kumar, at Pattan court by his guards and clerk, when he refused to pass the court bills, which were deficient of some formalities. Ahmad and district president of treasury employees union Zeeshan Ahmad leveled the allegations against the judge and his staff. Hilal’s post explaining the event went viral on social networking site facebook.
Hilal said that he has recently joined the Pattan treasury office. On May 31, a peon posted at Pattan court came to our office with the court bills for passage through treasury office but some formalities were incomplete on those bills, like the signature of the judge, who also acts as a drawing and disbursing officer (DDO) at the court. “I told him to get the formalities completed. After sometimes, Nazir (Casher) of the court came and started shouting at me. I told him I cannot do anything till the bills are professionally submitted,” he said adding the cashier abused and threatened him of dire consequences.
He said he was later dragged to the court by the cahier. He said that he was later beaten up in presence of the said judge. “I was bleeding profusely through my nose, police took me to the hospital where I was given first aid and later police advised me to have a check-up at Srinagar,” Hilal Ahmad told Kashmir Reader.
President of the district Baramulla treasury union, Zeeshan Ahmad said the employees have gone on pen down strike against the incident. “We will resume our work only after the culprits are brought to book,” he said.
He also added that we have written to the Director of Accounts & Treasuries, Finance Department Srinagar and to the Director General, Accounts & Treasuries, J&K, Srinagar, in demand that the matter be taken up with the higher authorities for strict action against the concerned so that this high handedness on the name of judiciary is not repeated anywhere else.
An official of the Pattan court Showkat Ahmad refuted the allegations. He in turn blamed Hilal Ahmad and his colleagues for manhandling their office orderly and rendering him unconscious.
“Even after his (Hilal Ahmad’s) abusive remarks in the court, we didn’t take law in our hand, we contacted the police and handed him to them,” Showkat Ahmad added.
Pattan judge Pradeep Kumar has lodged FIR against the treasury official even as the official lodged a counter complaint against the judge and his clerk and security guards.
When contacted, Kumar refused to speak on the issue. “I am busy and cannot talk,” he told Kashmir Reader. Station House Office Pattan also refused to comment on the case.
