Srinagar: After being on deputation for more than seven years, which is against the state government rules, an influential and blue eyed duo, using their personal approach, has managed to influence the GAD and escape their transfers. The duo was not sent back to their respective parent departments all these years.
According to the details available with Kashmir Reader, a transfer order was issued by GAD vide order no. 472-GAD of 2008 dated 08-04-2008 wherein one Sunil Koul, PA and Dinesh Kumar Kessar, Junior Assistant were deputed from JAKFED and JK Minerals limited respectively to J&K State AIDS Control Society (Moving Office). Seven years later under GAD order no. 227-GAD of 2015 dated 25.02.2015, both the employees were transferred to their parent departments. But due to some unknown reasons, the transfer order of both these employees was cancelled and one year extension was granted in favour of both these employees for one year w.e.f. 1.1.2015 vide Govt. order no. 1336-GAD of 2015, dated 06-10-2015 which has also expired and these people are still on deputation in J&K State AIDS Control Society enjoying their positions and no action as such has been taken in this regard by GAD. “This is how GAD acts as shield and gives undue favour to the influential people,” an employee of the Society said.
Government recently issued a fresh order vide Govt. order no. 32-GAD of 2016, dated 25-07-2016, wherein all the departments have been directed to detach the attached employees. But JKSACS is sleeping over the issue and the concerned employees are availing their positions.
