‘Greedy’ officials make quick buck on biometric devices

SRINAGAR: The installation of biometric attendance devices is turning into a lucrative business as officials exhibit keen interest in installing the device at any and every place.
In district Kupwara, the biometric attendance devices have been installed at health sub-centres and dispensaries even as the circular issued by the department of health and medical education in March has exempted these facilities from the attendance-monitoring machine.
The official circular asked the authorities to install biometric attendance device in district hospitals, sub- district hospitals and primary healthcare centres, which are functioning round the clock.
However, in Kupwara, the biometric devices have been installed in PHCs of block Zachaldara, Handwara, Langate, Kralpora and Tregham.
“Some health officials are in nexus with private dealers and are actively involved in purchasing the device from unpopular companies for those institutions which don’t fall under the installation category as specified in the circular,” a doctor working in district hospital Kupwara, wishing anonymity, said.
The doctors further said that the tendering process has not been followed and preference was given to the favourite candidates.
Director Health Services Kashmir Samir Ji Matto said that he doesn’t know the places whenere the biometric machines have been installed. “We instructed the officials to install biometric device at places recommended in the government circular, but where did they install them I have no knowledge of it,”
Also, “I have told them to get the device from a reputed company. No sub-standard Chinese product is allowed. I will take stock of the matter,” he told Kashmir Reader.

    As per the comments and statement issued by direct or health services and circular issued by directorate health services, biometric attendance machine were supposed to be installed in district hospitals, PHC’s whereas sub centres and AD’s(allopathic dispenseries) were exempted from this facility but to our unknown reasons and cause in district kupwara machines are being installed in far flung distant AD’s. WADDER is the example.
