Jammu: The government has set up a standing committee to find out why costs of various projects escalate and miss deadlines, which leads various departments to seek revised Administrative Approvals (AAs).
An official spokesman said the committee would be headed by the administrative secretary planning and development department, while administrative secretary, power development department, administrative secretary public works (R&B), administrative secretary PHE, irrigation and flood control department and development commissioner would be its members.
The administrative secretary of the department concerned would also serve as the member secretary in respect of the cases relating to his department.
The committee has been mandated to assess the reasons for time and cost over-runs against the pre-defined parameters and reduce the scope for discretion and open-ended cost and time escalation.
“It would undertake detailed examination on the basis and reasons for cost and time over-runs before recommending the accord of administrative approval to the revised cost of projects valuing above a given threshold. Also, it will ensure an element of structured accountability in project implementation and fix responsibility on the concerned officers in every case in which the over-runs are not justified,” he said. The governor would be briefed about it next month.
