SRINAGAR: The state government has put to notice 176 KAS officers over the failure to submit details about their Annual Property Returns (APRs).
According to an order, the government has asked 176 of the 515 KAS officers to submit the APRs by February 23 to avoid action against them as provided under law.
“They are advised to furnish the Annual Property Returns for the year 20 15 (in duplicate) to the General GAD-Vigilance) by or before 23-02-2016, failing which, action as warranted under rules shall be taken against them,” Pankaj K Sharma, additional secretary to government said in an order issued here.
Recently, nearly 125 KAS officers were learnt to have submitted the APRs, taking the tally of the officers who submitted them to 339.
As per Jammu and Kashmir Public Men and Public Servants Declaration of Assets and other Provisions Act, 1998, every public servant, including a KAS officer, is required to submit annual returns of the assets held by him/her and the family members to GAD in January every year.
They are also required to indicate the reasons for increase, if any, in the assets and source as per the Act. The Act and Rules provide for imposing a penalty for non-submission of the property returns.
As per Section-11 of the Act, if any public servant without any reasonable cause fails to submit the return annually, he or she shall be guilty of committing “criminal misconduct.”
