Srinagar: The state government on Wednesday accorded sanction to the constitution of State Level Empowered Committee (SLEC) under Shyama Prasad Mukherji Rurban Mission (SPMRM) in Jammu and Kashmir.
The scheme is Indian Ministry of Rural Development’s flagship mission, which is aimed at providing urban amenities in rural areas.
Headed by Chief Secretary, the sixteen member committee has been asked to make recommendation and approve the integrated Cluster Action Plan (ICAP) and the DPRs of the clusters received from the State Nodal Agency i.e. Department of Rural Development and Panchayati Raj for submission to the ministry of Rural Development, Government of India.
It has also been tasked to take overall responsibility for the effective coordination and implementation of the scheme.
Serviced by the Department of Rural Development and Panchayati Raj, the government said that committee shall meet quarterly.
Under the scheme, the government aims to develop 300 rural clusters across the India, each containing a population of about 50,000.
The State Governments would identify the clusters in accordance with the Framework for Implementation prepared by the Indian Ministry of Rural Development.
“The clusters will be geographically contiguous gram panchayats with a population of 25,000 to 50,000 in plain and coastal areas and a population of 5,000 to 15,000 in desert, hilly or tribal areas. There will be a separate approach for selection of clusters in Tribal and Non-Tribal Districts,” said a release issued by government after cabinet headed by Prime Minister Naredra Modi approved the scheme last September.
The clusters will be developed based on demography, economy, tourism and pilgrimage significance, and transportation corridor impact.
