Govt violates transfer policy

Srinagar: Two months ago the government carried out an administrative reshuffle, wherein top bureaucrats were transferred, in a manner that violated its own transfer policy. On Monday, the cabinet headed by CM Mufti Mohammad Sayeed again transferred ten bureaucrats who were posted in August.
The transfer policy makes it mandatory that an official should serve a minimum two years at a post. An official’s term can even be extended up to five years in case of significant projects. And the policy actually insists that premature transfers should be avoided in the interests of administration. All those directives have been ignored:
Dheeraj Gupta was posted as Commissioner Secretary Relief and Rehabilitation Department after his transfer from the government of India in May. Now, Gupta has been moved to the Power Development Department.
Shailendra Kumar was posted as Commissioner Secretary Labour and Employment Department in August. Again, he was shifted and posted as Commissioner Secretary Industries and Commerce department.
Deputy Commissioner Kishtwar, Saugat Biswas, who has been transferred and posted as Project Director, Rashtriya Madhyamik Shiksha Abhiyan took over the charge of the district two months ago.
Biswas will be replaced by Deepti Uppal, who also took over as Additional Secretary Consumer Affairs and Public Distribution Department two months ago.
Joint Transport Commissioner Narinder Singh Bali had joined in April, but has been shifted prematurely and posted as Additional District Development Commissioner, Doda.
Mohammad Harun Malik, who has been posted as Deputy Commissioner Poonch has been transferred thrice in the past four months. In May, he was posted as Director Agriculture Kashmir, but was later recalled to the General Administration Department.
Deputy Commissioner Poonch Nisar Ahmad Wani has been posted as Special Secretary Information Technology Department, though he too had started his stint in March.
Managing Director, JK Project Construction Corporation Limited (JKPCCL) Abdul Hamid Sheikh has been posted as Chief Engineer PMGSY, Jammu. He had joined the JKPCCL two months ago.
PL Bhushan took over as I/C Chief Engineer SKUAST-K in August and the cabinet has now posted him as Chief Engineer, J&K Police Housing Corporation.
In March, Tufail Mattoo was posted as Commissioner, Srinagar Municipal Corporation (SMC) but was removed after five month and now has been posted as Director, Urban Local Bodies Kashmir.
Former Commissioner SMC GN Qasba and Talat Parvez Rohella, who were among the officials removed by the current dispensation in the first cabinet meeting, have been rehabilitated again.
