An unusual ‘response’ to civilian’s killing

SRINAGAR: In an unprecedented development, an “official spokesperson of the state government”, not the chief minister who is also state home minister, or any other minister or PDP or BJP member, “expressed deep sorrow and anguish over loss of a precious human life during protest in Pulwama”.
(It was not “loss of a precious human life” in vacuum but firing on peaceful protesters which caused the “loss of this precious life”)
The statement issued by the information department reads: “The spokesperson reiterated that the security forces have been asked to exercise maximum restraint while dealing with public protests, particularly to avoid causing physical harm to any civilian.”
(If they have been asked to “exercise maximum restraint”, why did they fire at unarmed protesters?)
The statement adds: “He (the spokesperson who is not identified) said the state government has ordered time-bound investigation and inquiry into the incident to ensure that those who are guilty of the offence are brought to book and punished.”
(This is the second third time in the past few months that the government has ordered a time-bound probe (the time-bound probe which has no time-frame). Such probes were ordered when a boy was murdered by a cop in Narbal, when a boy was shot dead in Palhalan and when unidentified gunmen killed several people in Sopore)
The statement ends thus: “The official spokesperson conveyed the heartfelt sympathies on behalf of the Government to the family of the deceased youth, Bilal Ahmad Bhat, and prayed for peace to the departed soul.”
(Who is the official spokesperson and when did he convey the “heartfelt sympathies” to the family. On whose behalf in the government did he convey these sympathies? Does the government include the BJP, which has in the past called for giving a free hand to “security forces”?)
