Govt rescinds transfers in violation of ECI directive

Srinagar: After objections by Chief Electoral Officer, government  Saturday directed reversing of all transfers made in violation of the Election Commission of India guidelines.
According to an order, the CEO has informed the General Administration Department that some of the departments are resorting to transfers or postings of officers, whose posts have been designated as Returning Officers, Assistant Returning Officers, which runs contrary to the guidelines by the ECI.
“It has also been reported that while ordering transfers and postings of such officers, even local officers are being posted as replacements, which is in clear violation of the guidelines,” the order said.
Accordingly, it said, all the concerned are directed to review the transfer of the officer, official notified as Returning Officer or Assistant Returning Officer.
“A report in this regard, be submitted to the GAD by or through the concerned Administrative Department certifying that no transfer of any officer, whose post has been designated as Returning Officer or Assistant Returning Officer, has been ordered after issuance of the notifications ibid,” the order said.
“Any transfer, if ordered, in violation of the Election Commission of India guidelines, after the issuance of notifications be reversed immediately and status-quo ante be maintained,” it added.
