Darbar Move: Offices to reopen in Jammu on Nov 10

Srinagar: Civil Secretariat and other offices of Jammu and Kashmir government will close in this summer capital on October 31 and reopen in the winter capital Jammu on November 10, an official spokesman said Monday.
The offices observing five days a week shall close at Srinagar on Friday, October 31 after the office hours and the offices observing six days a week shall close on Saturday, November 1, the spokesman said in a handout.
All the offices shall reopen at Jammu on Monday, November 10. All the departments shall ensure that records are packed in boxes after working hours on the last working day.
It has been ordered that the offices moving in camp shall carry only 33 percent of the staff strength in the particular office or 10 officials whichever is lesser or as otherwise, specifically indicated.
All the departments will send their advance parties on October 27 consisting of one Gazetted Officer and four to five Non-Gazetted Employees, to receive the records at Jammu.
The departments shall ensure that records are property packed in boxes/trunks and their keys reach the advance parties at Jammu, well In time. The SP Security, Civil Secretariat, will furnish a list of defaulting departments in this regard to the Government (General Administration Department) at Jammu, the spokesman said.
J&K SRTC will make available sufficient number of buses in good condition for transportation of Jammu-based employees on November 1 2 and Kashmir-based employees on November 8 and 9.
The booking of buses shall be for destination of the employees, wherever feasible. Tickets shall be issued by the J&K SRTC in advance from October 25, both from Civil Secretariat, as well as from the main booking counters of J&K SRTC.
“The moving employees having ration cards at Srinagar shall surrender the same to the Director, Consumer Affairs and Public Distribution Department, Kashmir and obtain a surrender certificate. The Director, Consumer Affairs and Public Distribution Department, Jammu shall issue ration cards to move employees at Jammu on the opening of the offices.
“The employees who desire to move without families may retain the ration cards at Srinagar for the winter season,” the spokesman said.
The employees can retain the government accommodation allotted to them at Srinagar for bonafide use of their families under an intimation to the Estates Department on approved terms and conditions.
Special Move TA shall be paid at the uniform rate of Rs. 10,000 per move employee. This shall be drawn and disbursed In advance. Special move TA shall not, however, be payable to such of the employees, who do not move within the prescribed date.
Advance pay is also authorized in terms of Rule 14.26 of the J&K Financial Code (Vol-1) in favour of such of the Non-Gazetted moving employees who may apply for the same which shall be recoverable in installments as per rules.
Salary for the month of October 2014 in respect of all the employees working in moving offices, shall be drawn on October 27.
No leave shall be admissible in combination/continuation of move days, except in very exceptional circumstances. The concerned Administrative Secretaries shall sanction leave whatever due, to the employees in very exceptional circumstances only.
It was further ordered that:
I) The officers of the level of Special Secretaries/Additional Secretaries of the Departments of PHE, I&FC, Public Works (R&B), Revenue, Relief & Rehabilitation, Health & Medical Education and Consumer Affairs & Public Distribution Department will continue to remain at Srinagar and operate out of the New Secretariat building, which shall be fully winterised by the Estates Department. The General Administration Department shall provide Secretarial assistance and Class-IV staff to these officers at Srinagar throughout the winter on the requisition of the concerned departments,
II) The Chief Secretary, Financial Commissioner, Revenue, Principal Secretary PDD, Commissioner/ Secretary, PHE, I&FC, Commissioner/Secretary, PWD(R&B), Commissioner/ Secretary, Revenue, Relief & Rehabilitation, Commissioner/ Secretary, Health & Medical Education, Secretary, General Administration Department and Secretary, Consumer Affairs and Public Distribution Department shall visit Kashmir every Thursday and spend at least two days in the Valley to take stock of the relief and rehabilitation operations.
