Adhoc promotions of engineers: HC asks CS to file compliance report

Srinagar: Jammu and Kashmir High Court has directed Chief Secretary of the state to file compliance report within two weeks regarding its directions regarding transfer orders of engineers at different level issued, withdrawn, modified and revoked during 2013 and thereafter till June this year.
A single bench of the court also directed the Chief Secretary to file status about the steps taken to stem the adhocism “rot that has set in PWD at the Secretariat level and at the level of Chief engineer.”
The Chief Secretary has been asked to ensure that promotions are made on substantive basis in strict accordance with Rules including Rules of 2005.
In the meantime, the high court restrained government from filing up posts of Superintending Engineers in Hydraulic Wing of the Public Works Department by stop gap/adhoc incharge basis arrangements till next date of hearing. The court was hearing a petition filed by an Assistant Executive Engineer who is aggrieved of adhocism in PWD and that the government was contemplating to fill up posts of SEs in hydraulic wing of PWD on adhoc/stop gap/incharge basis.
