Is ‘used oil’ being utilized in macadamisation of Qazigund-Srinagar road?

Srinagar: Jammu and Kashmir High Court has directed National High Authority of India (NHAI) to bring its officers to book for misappropriation and deception incase it finds that used Indian Oil has been utilized in the macadamisation of Qazigund-Srinagar road.
“It has been brought to our notice that on the Qazigund-Srinagar road, macadamisation work has been in progress and in the macadamisation work, the used Indian Oil is being utilized. if that Information is correct then National Highway Authority of India has to take notice of this fact and bring the officers, responsible for committing such type of lapse, to the books, which obviously would be the act of misappropriation and deception,” a division bench of Chief Justice M M kumar and Justice Muzaffar Hussain Attar said while hearing a Public Interest Litigation filed by an NGO, Kashmir Consumer Welfare Forum in 2003 for redressing of traffic related woes in the state especially Srinagar City .
The Bench directed NHAI, which has already been impleaded as party through Chairman, to file status report about it as well as directions issued previously to it by the court.
In another direction, the Bench asked Ministry of Road Transport & Highways, Government of India, to expedite release of funds so that the work of macadamisation on a road from Pathachowk to Annatnag is completed at the earliest.
The direction followed perusal of a status report filed by the Director General, Border Roads Organization and submissions by amicus curie, advocate J H Reshi.
While the Director General disclosed that the sanction for road surface work like macadamization has not been obtained from the Ministry, Amicus pointed out that the land for construction of the road was acquired
“The road has been constructed but it is yet to be macadamized for want of sanction from the Ministry,” he added.
