Court stay delaying execution of `35 crore Bijbehara horticulture market

JAMMU: The setting up of the 35.60 crore Horticulture market  at Jablipora, Bijbehara has delayed due to a stay by the High Court after some Fruit Associations challenged the terms and conditions of a government notification inviting the applications for allotment of shops at this upcoming market.
This was disclosed by Minister for Housing, Horticulture, Raman Bhalla Sunday who was replying to a calling attention notice by A. R. Veeri in the House.
Bhalla, said that the High Court has been informed about the importance of this market in South Kashmir and steps are being taken to get the stay vacated so that the allotment process is finalized and construction work started.
The Minister said that funds for the purpose would be arranged from NABARD and market would be developed under Public Private Partnership Mode.
The minister sadi that 440 kanals of land has been transferred for the purpose to the the Horticulture Planning and Marketing Department that will establish this market at an estimated cost of Rs. 35.60 crores.
The  minister informed that 340 shop sites have tentatively been carved out, with the government expecting a premium of Rs. 17 crore from the owners which would also be utilized for its development after finalization of the allotment of shop sites.
The Minister informed that a notification was issued on October 22, 2013, wherein applications where sought for allotment of shop sites. He said, however, some Fruit Associations challenged the terms and conditions of this notification in the High Court which in its interim order has stayed the notification due to which further action could not be taken.
The Minister said that due to overwhelming response to the advertisement notice, approximately 980 applications have been received.
