JAMMU: The state government’s top three ministers—Deputy Chief Minister Tara Chand, Finance Minister Abdul Rahim Rather and Minister for Rural Development and Panchayati Raj Ali Mohammad Sagar—have spent little from the Constituency Development Fund (CDF) in their respective constituencies in last four years.
The details came to fore during a written reply by Minister of Planning Ajay Sadotra in response to a question of MLA Prof Chaman Lal Gupta, who sought the details of amount released and utilized under CDF to MLAs/MLCs/MPs since 2010.
CDF is a fund used to develop constituencies by elected representatives. Finance Minister and ruling National Conference’s top leader Abdul Rahim Rather, who has been elected from Char-e-Sharief Assembly constituency, tops the list of legislators in least CDF utilized with only 17.76 per cent.
Opposition People’s Democratic Party’s (PDP), MLC, Syed Asgar Ali from Kargil has so far used only 21.87 per cent of his CDF during the period and stands second in the list.
Another NC legislator from Kargil, Aga Syed Ahmed Rizvi, who is also an MLC, has occupied third place in the worst performers in terms of utilizing their CDF with total consumption of only 28.48 per cent of his total CDF.
Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar, is the fourth worst performer using only of 32.90 per cent of his CDF.
Tara Chand, the Deputy Chief Minister and MLA from Khour constituency, has utilized 32.95 per cent of his CDF thus occupying fifth place in the least CDF spent legislators.
Chief Minister Omar Abdullah is also among the poor performers and stands 8th in the list of least utilization of CDF with 42.37 per cent utilized from 2010-11 to 2013-14. Omar represents central Kashmir’s Ganderbal constituency.
Interestingly, the detail seeker himself figures among the worst performers while utilizing the CDF. Prof Chaman Lal Gupta has utilized 41.18 per cent his total CDF. Gupta represents Jammu West constituency in the state’s 87-member Assembly. BJP state president and MLA Nagrota, Jugal Kishore Sharma has used 41.23 per cent of CDF.
However, some members have performed well while utilizing their CDF in their respective constituencies.
For instance, Member of Parliament from Ladakh, Hassan Khan, topped the list of good performers by using 169.97 per cent of his CDF followed by Panthers Party MLA Harshdev Singh with total utilization of 158.93 per cent of CDF from 2010-11 to 2013-14.
The third legislator in the list of good performer is Congress’s Krishan Chand Bhagat from Chennani constituency with utilization of 157.53 per cent of CDF.
MLC Leh, Nurboo Gialchan with utilization of 152.75 per cent and MLA Udhampur Balwant Mankotia with consumption of 152.02 per cent of CDF figure in the fourth and fifth place respectively in good performers list.
