Uproar in LA over ‘discrimination’ in PHSCs

Jammu: Speaker Mubarak Gul Friday briefly adjourned the Legislative Assembly and ordered formation of a House Committee to look into alleged discrimination in the creation of Public Health Sub-Centers(PHSCs)  in the state following uproar by  opposition parties over the issue.
During the Question Hour, opposition Peoples Democratic Party (PDP) MLA from Bijbehara, Abdul Rehman Veeri sought to know whether there was adequate infrastructure and manpower in most of the PHCs, Community Health Centers (CHCs) and District and Sub District Hospitals of the State.
As soon as Veeri completed his question, other PDP legislators lead by party president Mehbooba Mufti and Independent MLA, Engineer Abdul Rashid stood up and accused the government of discrimination in setting up of public health sub centers in different areas of the state.
“The government has adopted discriminatory approach in establishing 600 health sub-centers in the state as most of these centers fall in the constituencies belonging to legislators and ministers of ruling national Conference and Congress,” said Mehbooba.
Engineer Rashid, who stepped into the well while shouting at Ministers, said that out of total 676 sub centers 246 have been set up in 50 constituencies of Kashmir and Ladakh and 430 centers in 35 constituencies in Jammu division.
“They (ministers) want people of two divisions of the state fight each other. When they are not sympathetic to any region of the state,” said Rashid.
In response, PHE Minister, Sham Lal Sharma on behalf of Chief Minister who also holds Health Ministry portfolio said that the setting up of these centers was done by the department after proper remote sensing of the areas.
“Centers were set up in the areas on the basis of remote sensing report,” said Sham.
This did not satisfy agitating legislators who stormed into the well raising anti government slogans, “discriminatory sarkar hay hay.”
Soon after Bartiya Janta Party (BJP) and National Panthers Party legislators also joined the chorus who also stormed into the well and raised anti-government slogans.
Amid the din of slogans and shouts, Speaker, adjourned the house for fifteen minutes.
“I adjourn the house,” said Mubarak.
As the house joined again, PDP legislators and Rashid again stood up and raised slogans against the government.
“This is shame on government that discrimination has been done with the people. The former Health Minister, Shabir Khan has set up 40 sub centers in his Darhal constituency while in adjoining constituency of Rajouri only four sub centers have been established,” said Mehbooba.
She said that the government and Chief Minister have to answer about this discrimination.
“Where is Chief Minister, let him answer,” said Mehbooba.
The speaker tried to pacify them saying that the issue will be taken before the government and they will get the answer.
This did not satisfy PDP legislators who kept on raising the anti- government slogans.
In response, Speaker ordered to form a House Committee to look into the matter.
“ I will form the House Committee which will submit its report before the house,” said Speaker.
