Assembly begins amid chaos

Jammu: Jammu and Kashmir Governor NN Vohra on Monday had to cut-short his final address to joint session of the state legislature after lawmakers from opposition parties created a pandemonium over the Pathribal fake encounter case, creation of new administration units, and alleged molestation of a lady doctor by former Minister of State for Health Minister Shabir Ahmad Khan.
As soon as Vohra began his address, legislators from People’s Democratic Party (PDP), Bhartiya Janta Party (BJP), National Panthers Party (NPP), M Yousuf Tarigami of Communist Party of India (CPI) and Engineer Abdul Rashid of Awami Itehad Party stood up from their places and disrupted his speech by raising anti-government slogans.
The members of PDP, BJP and NPP accused the government of deliberately not arresting Shabir Khan. “State is shielding Shabir Khan by not arresting him. They know where he is hiding. He should be immediately arrested and punished,” the protesting legislators said.
Tarigami and Rashid raised questions on the Army closure of Pathribal fake encounter case and demanded that the case should be referred to civil court.
“Army can’t give its verdict by simply saying that there is no evidence against the accused when the CBI has confirmed the fake encounter and indentified the culprits. Government should refer the case to judiciary,” said Tarigami.
“It is very unfortunate on the part of Army. This has always happened with the people of Kashmir,” said Rashid.
Regarding the formation of new administrative units in the state, Rashid said that it is discrimination with the people of Kashmir that Jammu division has been given more administrative units.
Vohra tried to continue with his speech, but with the protesting legislators not relenting, the former after consultations with the Speaker Mubarak Gul decided to cut-short his speech.
Later, while talking to reporters, PDP president Mehbooba Mufti termed the NC-led coalition government as “symbol of scam, scandal, crime and corruption.”
“The first Assembly session of this government started with unfortunate incident of Shopian double rape and murder incident, and its last budget session marked molestation of a female doctor by a minister of the government,” said Mehbooba.
She said Shabir Khan “is a protected person. How come he has disappeared despite being under security of the state? The government is shielding him.”
She said the government has failed on all fronts to fulfill its promises it made with the people.
“Achievements of the regime included mysterious killing of Haji Yousuf, forestland scam, JKCA scandal, fake drug issue and the BOPEE scam,” said Mufti.
