KAS officer summoned by Delhi court in sexual harassment case

New Delhi: A Delhi Court has summoned Asif Hameed Khan a senior Kashmir Administrative Service (KAS) officer presently posted as Special Secretary, Public Works Department for sexually harassing a junior KAS officer while he was the Additional Resident Commissioner in New Delhi. Khan was shunted out of Delhi after the Police had registered an FIR against him under Sections 354-A and 509 of the Indian Penal Code on directions of the Delhi High Court. The case was registered after Khan’s immediate junior complained against him for forcing her to develop physical relations. The Court order comes after the Delhi Police had sought closure of the case citing lack of evidence for prosecuting Khan. The female officer had filed a protest petition through her lawyer Suhail Malik seeking dismissal of the closure report. The former Dy. Advocate General appearing for the complainant pointed out that the investigating officer of the case has deliberately tried to eclipse statements of various important witnesses who had testified against Khan. Pertinently, these witnesses include two female KAS officers and Banihal legislator Vikar Rasool who was then deputy minister of hospitality and protocol. The Chief Metropolitan Magistrate Sumit Dass while holding that the IO of the case is wrong in his opinion and that there is ample material on record, has summoned Khan through the Resident Commissioner of J&K at Delhi and has asked him to appear on November 16 to face trial.
