SHRC directs Govt to pay Rs10 lakh to human shield victim in Kashmir

Srinagar: State Human Rights Commission (SHRC), Jammu and Kashmir Monday directed the state government to provide Rs10 lakh as “compensation” to the civilian allegedly used as a human shield by the army earlier this year, sources said.
The direction was passed by the Chairman SHRC, Justice Bilal Nazki. “I have asked the state government to compensate Farooq Ahmad Dar for endangering his dignity and life,” Nazki told Kashmir Reader.
The SHRC, however, refused to direct the army in the case saying “the it doesn’t have jurisdiction over the army.”
Dar was allegedly tied to the bonnet of an army jeep and paraded through several villages on April 9 in Budgam during the by-polls of the parliamentary seat of Srinagar.
