SRINAGAR: A petition was filed before State Human Rights Commission by International Forum for Justice against army’s decision to award a Major for tying Budgam youth to bonnet of a vehicle in central Budgam district on April 9.
“We have questioned in the plea whether army has awarded its soldier for committing crime,” chairman of International Forum for Justice, Ahsan Untoo told Kashmir Reader. “We have also filed a separate plea, seeking action for defamation against TV channels and panelists invited by them for calling the youth stone-pelter,” he added.
Last month, the SHRC took cognizance of the incident and termed using humans as shields gross human rights violation.
“Using of human beings as shields is a prima-facie gross violation of human rights,” the SHRC had said and sought a report from the SP Budgam as to “whether such an incident has happened and if so in what circumstances.” The police submitted the report in affirmative stating that on April 13, police station Beerwah received information through “reliable sources” that news channels have broadcast a video, depicting that on April 9 polling day one individual, Farooq Ahmad Dar was tied with ropes to army vehicle followed by a Casper vehicle and making it a human shield act.
