Srinagar: In a shocking incident, a labourer hired by a contractor to install new electrical poles was electrocuted to death while his companion was severely injured when they were repairing electrical wires near Budshah Chowk in Srinagar on Sunday.
As per eye-witnesses, two labourers hired by a local contracting agency, Abid Electricals, were repairing high-tension wires in the locality when suddenly the electricity, which was being turned off at the Sub-Transmission Davison for maintenance work, was turned on leading to death of one labourer and critical injuries to the other.
The killed labourer was identified as Mushtaq Ahmad Bhat, son of Abdul Khaliq Bhat, resident of Goripora Rainawari. The injured Zahoor Ahmad Bhat, son of Bashir Ahmad Bhat from the same area, was rushed to SMHS hospital where his condition is said to be critical.
“Some of his organs have been badly damaged due to burning. Doctors are hinting that he may be paralysed for life,” a neighbour of the injured told Kashmir Reader.
Narrating the gory incident, a few locals who were present at the site of the incident, said that the corpse of the labourer remained hanging for more than an hour from the wire and nobody came to the rescue of either of the men.
“One among the two fell down as soon as he got electric shock while repairing the wires. The other was entangled in the wires and remained for more than an hour hanging from them,” Bashir Ahmad, a witness and a local of that area, said.
He said that people kept helplessly wailing for help to pull the slain men off the wires.
As per the Power Development Department employees who were suspended over this negligence, prior permission for electricity shutdown had been taken from the concerned sections with due procedure. They feigned ignorance of how electricity supply was restored in the area when maintenance work was on.
An FIR has been lodged at police station Maisuma and an investigation has been ordered to ascertain facts that led to the killing of the man and the severe injuring of the other.
Deputy Commissioner Srinagar, Farooq Ahmad Lone told Kashmir Raeder that an enquiry has been assigned to the assistant commissioner and the case is being closely monitored by the administration.
Chief Executive Engineer at PDD, Shahnaz Goni said that a departmental enquiry has been constituted and the guilty persons will be soon brought to justice.
“So far, we have suspended four officials. They have been told to report to this office. Javaid Yousuf, superintendent engineer EM&RE, would conduct inquiry into the incident,” Goni said.
Replying to a question, Goni said that there was no provision for compensation to the victim as he was not an employee, but the department would still look into the case to do whatever possible.
