Srinagar: Observing that state treasuries must function at all costs, the J&K high court on Monday said every employee and the pensioner should get their monthly due.
“Government treasuries must function at all costs. Ensure that every employee gets the salary, every pensioners get the pension and beneficiaries of various government scheme their dues and you should adopt whatever mode you may have to adopt,” a division bench of Chief Justice N Paul Vasanthakumar and Justice Muzaffar Hussain Attar told state’s advocate general Jahangir Iqbal Ganie and Advocate Roashan Khayal, representing the Jammu and Kashmir Bank.
“You are sons of the soil. You have to feel the pain of people and you must come forward. The abnormal times test the mantle of officer,” the court told the JKB officials.
The court also observed that the bank officials were taking undue advantage of the present situation.
“Who are compounding the sufferings of the people who are otherwise suffering,” the court said. The observations followed submissions by the advocate general that all deputy commissioners have communicated to police and the CRPF to treat as curfew pass the identity cards of the bank employees.
However, advocate Khayal submitted that the law enforcing agencies were not allowing the bank staff and “even at some places protesters are now allowing the movement of the staff,” he added. He said that blockade of internet services of private operators like Airtel and Reliance was also hampering functioning of a number of branches.
“You can start (internet facilities) with the banks. You can resume the internet in phased manner,” the division bench said.
