Jammu: Former divisional commissioners Parvez Dewan and Khurshid Ahmad Ganai were appointed as advisors to Governor NN Vohra on Thursday.
The duo will have the powers of a minister under the Jammu and Kashmir Government Business Rules.
Dewan will look after the affairs of the departments of School Education, Higher Education, Technical Education, Youth Services and Sports, Health and Medical Education, Consumer Affairs and Public Distribution, Transport, Public Works (R&B), Information Technology, Floriculture, Garden and Parks, Tourism and Culture.
Ganai will be in charge of the departments of Agriculture Production, Horticulture, Animal/Sheep Husbandry, Co-operative, Rural Development and Panchayati Raj, Forest, Environment and Ecology, Labour and Employment, PHE, Irrigation and Flood Control, Social Welfare and Tribal Affairs.
The governor has also directed that chief secretary BR Sharma will look after the affairs of departments of General Administration; Administrative Reforms, Inspections and Training, Stationery and Printing; Elections; Law, Justice and Parliamentary Affairs; Home; Power Development; Science and Technology and Industries and Commerce “shall be submitted” to chief secretary BR. Sharma.
BB Vyas, Financial Commissioner, Information Hospitality & Protocol and Civil Aviation Department with additional charge of Estates Department, has been transferred and posted as Financial Commissioner, Planning and Development Department. He shall continue to hold the additional charge of the Administrative Secretary for Information, Hospitality & Protocol, Civil Aviation and Estates Departments.
With a view to ensure efficient disposal of various matters, it has been ordered that the administrative secretaries shall continue to exercise the powers already delegated to them vide SRO 10 of 14 January, 2016.
A Raj Bhavan spokesperson said the governor had held detailed discussions with Sharma yesterday to discuss restructuring of the present decision making process to ensuring that every important matter receives timely attention.
The departments have been organised in four clusters keeping in view the need for “synergy and convenient transaction of government business”, the spokesperson said.
The governor has also approved the constitution of the State Administrative Council, with the governor as its chairman and advisors to the governor as members, to dispose of cases mentioned in the Second Schedule of the J&K Government Business Rules or such other matters as the governor may direct to be placed before it.
The Chief Secretary shall function as the Secretary of the State Administrative Council. The Administrative Secretary of Planning and Development, General Administration, Finance, Law or any other department may be invited as may be required from time to time.
Khurshid Ahmad Ganai, a 1982 batch IAS officer, has been awarded J&K chief minister’s Gold Medal for honesty, integrity and meritorious service. Two months ahead of his retirement last year, he went on protest leave, saying he was not taken into confidence on some administrative issues by the PDP-BJP coalition government. However, it was learnt he was unhappy over the government’s decision to appoint BR Sharma, his junior, as the chief secretary.
Dewan, born in Srinagar, was divisional commissioner Kashmir from 2001 to 2003 and tourism secretary, government of India from 2012 to 2014. In October 2014, Dewan sought and was granted premature retirement, in order to concentrate on his career as a writer, especially to work on his South Asian encyclopaedia.
